RESOLUTION NO. 5-25/26 Enhancing Public Access to Fiscal Information
WHEREAS, the Newcastle Elementary School District Board of Trustees is committed to fostering transparency, accountability, and open communication in support of the students, staff, and community we serve; and
WHEREAS, fiscal transparency strengthens public trust and reinforces the community’s confidence in how district resources are allocated to support student success; and
WHEREAS, key financial documents—including cabinet-level contracts, administrative or special contract compensation, Collective Bargaining Agreements (CBAs), and the annual independent audit—are public records reviewed and approved in open session, yet may be difficult for community members to locate without centralized access; and
WHEREAS, providing a single, easily accessible location on the District’s website for these documents promotes clarity, improves the user experience, and reflects the Board’s commitment to openness and responsible stewardship of public funds; and
WHEREAS, the Board values local control and effective governance while ensuring financial information is presented clearly and transparently for the benefit of families, staff, and the broader community;
NOW, THEREFORE, BE IT RESOLVED that the Newcastle Elementary School District shall:
1. Establish and maintain a District Finance Page on the District’s website that provides convenient access to key financial documents, including cabinet-level contracts, compensation details for administrative and special contract positions, Collective Bargaining Agreements, the annual independent financial audit, and other relevant fiscal documents.
2. Ensure timely updates to these materials each year following the adoption of the District budget, the release of the annual audit, or upon Board approval of new agreements.
3. Make financial information understandable, accessible, and reflective of the Board’s commitment to the responsible and transparent use of public funds.
4. Direct staff to develop a Board Policy and/or Administrative Regulation to formalize this practice and ensure its continuity in future years.
